Rick Schute
Rick Schute, CEM, is the Emergency Management Director for the City of Saint Paul, a role he has held since 2019 after retiring from a 24-year career in the U.S. Army. He brings nearly 30 years of combined leadership in public safety, emergency management, and organizational preparedness. Rick specializes in integrating geospatial technology into planning, risk assessment, and incident management. His background includes leading operations in complex environments and fostering collaboration among city, county, state, tribal, and federal partners to improve coordination and decision-making.
